Dear Sir/Madam
We are contacting you on behalf of the Charitable Giving review panel who are seeking your views on how the States of Guernsey might best support the third sector.
In the 2017 Budget report, the Policy & Resources Committee committed to undertake a review in partnership with the Association of Guernsey Charities, and in time to be considered in the 2018 Budget report.
The review aims to establish what potential measures the States of Guernsey might adopt to support the third sector in raising revenues in this manner, whilst giving due consideration to the costs to both the public purse and the wider community.
The review will consider the following:

  • The impact of different thresholds of tax relief on charitable donations both for charities and the voluntary sector and for the States of Guernsey;
  • The impact of the introduction of some form of payroll giving for charities and the voluntary sector, for employers and for the States of Guernsey;
  • Measures in relation to other sources of income;
  • Any other measures proposed by the charitable sector, which could have a positive impact on their revenues.
